Expansion of Gun Licensing Policy
Itamar Ben Gvir, Israel’s Minister of National Security, has authorized residents of 41 Jewish neighborhoods in Jerusalem to apply for gun licenses. This decision significantly expands eligibility, potentially allowing around 300,000 Jewish residents to obtain firearms, a move that comes amid rising concerns over public safety.
Previously, only those living near the separation wall were permitted to carry firearms. Since Ben Gvir took office in December 2022, more than 240,000 Israeli civilians have obtained gun licenses, contributing to a total of over 330,000 Israelis holding licenses as of November 2025.
Context of the Policy
Ben Gvir’s policy has been launched in the context of increasing violence in the region. Notably, since October 7, 2023, there has been a reported 33 percent increase in family-related killings, with 53 women murdered by family members during this period. This alarming trend has prompted calls for enhanced self-defense measures among residents.
In response to the escalating violence, Ben Gvir stated, “Especially amid the war and during Ramadan, Jerusalem residents have a basic right to defend themselves and their families.” He emphasized that his policy is aimed at empowering citizens to protect themselves in uncertain times.

Under the new policy, the Israel Police have streamlined the application process, resulting in a high approval rate for applicants. Currently, 99 percent of those applying pass their shooting tests, partly due to the introduction of phone interviews.
Ben Gvir has urged residents to take advantage of this opportunity, declaring, “I call on the residents of Jerusalem: go obtain a gun license. A weapon saves lives.” His statements reflect a broader strategy to enhance personal security in light of ongoing violence.
However, the policy has not been without controversy. In 2023, police launched an investigation into allegations of illegal gun license approvals by Ben Gvir’s office, raising questions about the integrity of the licensing process.
