										<content:encoded><![CDATA[<p>The Samagra Shiksha Assam (SSA) is launching a significant initiative aimed at enhancing foundational skills among students in Meghalaya while simultaneously addressing the financial stability of teachers. The program will focus on students from Classes 3 to 5, with a strong emphasis on improving reading and arithmetic capabilities.</p>
<p><strong>Key milestones for the SSA initiative:</strong></p>
<ul>
<li>Teachers must complete the baseline assessment of students by May 5, 2026.</li>
<li>The midline assessment is scheduled for June 30, 2026.</li>
<li>The endline assessment is set to be conducted by February 25, 2027.</li>
</ul>
<p>As part of this initiative, schools are required to upload students’ learning achievement data to Shiksha Setu after each assessment. Moreover, Key Resource Persons (KRPs) will conduct online orientation sessions for teachers in phases, ensuring they are well-prepared for the assessments.</p>
<p>Chief Minister Conrad K Sangma emphasized the transformative potential of this structured pay framework for teachers, stating, &#8220;The financial impact that we are going to have cannot be judged in terms of the rupees we spent.&#8221; He noted that there are &#8220;23,000 smiles from teachers and potentially a lakh smiles from their families&#8221; as a result of the SSA&#8217;s efforts.</p>
<p>The SSA collaborates with the Pratham Education Foundation to implement the &#8216;Teaching at the Right Level&#8217; (TaRL) intervention. This partnership aims to provide targeted support that meets students where they are in their learning journey.</p>
<p>While this initiative promises significant advancements in Meghalaya&#8217;s education system, observers remain watchful for its implementation outcomes. The success of these educational reforms will depend on rigorous assessments and ongoing support for both educators and students.</p>

<p>The Pradhan Mantri Awas Yojana (PMAY) aims to provide affordable housing to the economically weaker sections across India. In Jammu and Kashmir, the scheme has seen substantial progress, with over 31,000 houses completed under the PMAY-Urban initiative. Additionally, an impressive 99 percent of sanctioned rural houses under PMAY-Gramin have been constructed.</p>
<p>As part of the PMAY-Urban Mission 1.0, 39,153 houses were sanctioned, with 31,173 already completed. Under the subsequent PMAY-Urban 2.0, more than 2.12 lakh applications have been received, leading to the approval of 2,120 houses. Meanwhile, under PMAY-Gramin, out of 3.35 lakh sanctioned houses, 3.23 lakh have been completed, showcasing the scheme&#8217;s effectiveness in the region.</p>
<p>Financial assistance amounting to Rs 54,231.37 lakh has been released to beneficiaries at various construction stages under PMAY-Urban. Furthermore, 3,432 beneficiaries have availed themselves of subsidies totaling Rs 1,082.36 lakh under the Credit Linked Subsidy Scheme (CLSS), which aims to ease the financial burden on homeowners.</p>
<p>Despite these achievements, delays in construction have been reported, primarily linked to beneficiary constraints and rising material costs. To address these challenges, the administration has introduced an interest-free loan facility of INR 2 lakh per beneficiary through J&#038;K Bank to support funding gaps. Verification committees have also been constituted at multiple levels to expedite scrutiny and approvals, ensuring the scheme is implemented in a time-bound manner.</p>
<p>Clear land ownership remains a mandatory condition under both PMAY-Urban and PMAY-Gramin to avoid future disputes. Dedicated verification teams have been deployed to accelerate the implementation of the scheme, further enhancing the efficiency of the process.</p>
<p>Officials indicate that these measures will not only facilitate quicker construction but also ensure that beneficiaries can fully realize the benefits of the Pradhan Mantri Awas Yojana. As the program continues to evolve, stakeholders remain optimistic about its potential to transform housing accessibility in Jammu and Kashmir.</p>
